Kenya Citizens and Foreign Nationals Management Service Logo Competition
The Kenya Citizens and Foreign Nationals and Management Service is a State Corporation established under an Act of Parliament of 2011 to take over the core functions of the Ministry of State for Immigration and Registration of Persons.
The Management Service brings under its ambit all services undertaken by Department of Immigration, National Registration Bureau, Civil Registration Department, Department of Refugee Affairs and the Department of Integrated Population Registration Services.
The functions and mandate of the Service include: development of policies and laws on matters relating to citizenship, border control, foreign nationals, immigration, registration of births and deaths, identification and registration of persons and the creation and maintenance of a comprehensive national population register.
Strategic Plan for the Ministry of State for Immigration and Registration of Persons (MIRP) covers the period 2008 – 2012. The Plan identifies the key strategic objectives as well as the programmes and projects that the Ministry is committed to implementing during 2008 – 2012.
The Plan takes in stride the Ministry's commitment to the realization of the country's national goals as espoused in:
a)Kenya Vision 2030 – Kenya's new long-term policy blueprint whose aim is to transform the country into a modern, globally competitive, middle income country offering a high quality of life for all its citizens by the year 2030.
b)The Medium Term Plan (MTP) – which constitutes the first phase in the implementation of Kenya Vision 2030 and is the primary document which outlines the consensus in policies, reform measures, projects and programs that the Grand Coalition Government is committed to implementing during the period 2008 -12.
c)Sectoral Master Plans (e.g. Security Sector Master Plans, the Private Sector Development Strategy (PSDS) etc ).

To enhance national security and socio-economic development by maintaining a comprehensive population database, proper migration management and timely registration and issuance of secure identification documents.
The mandate of the Ministry of State for Immigration and Registration of Persons is derived from the Presidential Circular Number 1 of 2008 on the organization of government and the following legal instruments:
